Extended Learning Programs/Gifted programs need to provide for the multiple needs of the students they serve, and should be reflective of the population of the communities in which their students live. Additionally, such programming must attend to the needs of gifted students who are differently-abled, with 504 designations, IEP, ELL services. Attention should be paid to the socioeconomic and gender composition of the district.
The program should also provide opportunities for all students as they go forward as part of their education. Iowa Code asks students to be identified using five designations: general ability, creativity, leadership, visual and performing arts, specific aptitude.
The program has been reimagined using concepts of acceleration, clustering, and the Schoolwide Enrichment Model(SEM). SEM is best-described as a type of differentiation that provides opportunities for all levels of students to participate and develops teacher strengths to meet the needs of gifted students.

Husky Adventures is a before/after school program for students in K-8th grade in the Oelwein Community School District. The program entitled Husky Adventures offers a comprehensive out of school time program to provide additional time for students to learn, to provide innovative instructional strategies to motivate and teach students. The program provides collaboration between community organizations and the school. Husky Adventures has three main components:
